The office of Purchasing, under the direction of Administration, is empowered with administering centralized procurement of all construction services, equipment, furniture, materials, nonprofessional services and supplies at the lowest possible cost, consistent with the quality needed for proper and effective operation of all Whitehall Departments.
This is accomplished through competitive purchasing practices, consisting of publicly advertised "Invitations to Bid" and formal or informal quotations. Current statutory requirements mandate public offerings for all purchases over $10,000.
